VAAPI is disabled with ffmpeg5 on vlc-3x

ffmpeg have removed libavcodec/vaapi.h according to 1ee376ac

This patch cannot be picked in vlc-3x but it's possible to adapt something for vlc-3.x and ffmpeg5+
