Deinterlacing TFF and BFF options

Add options to deinterlace always with TFF (top field first) or BFF (bottom field first).

Some video files are not coherent due to bad converting so it is necessary to change this setting manually.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
