Draft: qt: wayland: nuke scaling

No more fractional nor integer scaling, as that is reportedly forbidden due to buffer involvement (directly with fractional, indirectly with integer scale) in the window provider.

Close #29203.

This is essentially surface buffer scale remains 1 (untouched by the window provider) at all times (even if the scale is integer), and the scale is considered in the size.
