meson: add missing defines/detections

Steve Lhomme requested to merge robUx4/vlc:meson-generic-defines into master

Since they are not in config.h we need to pass them manually where the define is used. This is working differently than autotools where these defines are set globally.

Alternative to !6324 for the code used on Windows.
