meson: create vlc-cache-gen & plugins.dat

Ankit Meel requested to merge ankitm/vlc:fix/plugins.dat into master
  • other platform developers should add their platform quirks like windows had some extra LD Args in the makefile.
  • It does not install the dat file yet.. The entire VLC.app package creation with meson is pending. Will be handled after that.
