Win32: use GetKnownFolders API for dirs

the current implementation uses legacy SHGetFolderPath which doesn't support folder types like download and desktop. Use recommended replacement of the API i.e SHGetKnownFolderPath, The SHGetKnownFolderPath is only available for windows version >= vista, since VLC 4 has raised minimum requirement it shouldn't be a problem.
