On the road to 3.0.17.4

Hugo Beauzée-Luyssen requested to merge chouquette/vlc:on_the_road_3017_4 into 3.0.x

This reverts all changes since 3.0.17.3 but the UPnP fix (!1598 (merged)) and bump the configure.ac version

This is the best compromise I can come up with to:

  • Ensure we don't bump anything that's not required for 3.0.17
  • Fix the UPNP regression
  • Still bumps the version in configure.ac

that doesn't involve push forcing some commits in/out.
