Volume Slider moves but volume isn't changing + scrolling doesn't change the volume slider
When I move the Volume Slider up and down nothing happens (i.e. at 0% I can still hear clearly and 125% isn't any louder)
On top of that scrolling up and down won't move the Volume Slider accordingly, even if I've changed the hotkeys themselves to scrolling.
I'm using the 64 bit version but tested the other and both have this issue. The only ticket I saw about this issue was dated and "closed".

No version, no logs... seriously... Oh sorry, I was under the impression "Master Git" was the latest nightly. version: vlc-2.1.0-git-20120905-0402-win64 There's the log, simply forgot to attach it last time. It just says that one line every time I move the volume slider any percentage.

Being the ditz that I am I entirely forgot about the second issue. When I scroll up and down to change the volume slider I get this:
wasapi error: cannot initialize COM (error 0x80010106)
I don't want to open the ticket again since it might be a duplicate like last time, so I'll at least wait a few days for a response before resorting to it (this is more so you know in case I'm forced to do it at that time).
