Vivotek webcam RTSP fallback fails until --avcodec-threads=1 is specified

Playback of RTSP streams from some Vivotek webcams has started to fail with VLC 2.0.1 with the following message

[mpeg4 @ 000000000638f0a0] Width/height/bit depth/chroma idc changing with threads is not implemented. Update your Libav version to the newest one from Git. If the problem still occurs, it means that your file has a feature which has not been implemented.

Specifying "--avcodec-threads=1" makes this issue go away. This is not possible for the Firefox plugin, though, thus doesn't help me.

The problem also exists in 2.0.2 NB and 2.1.0-git NB. Tested on Windows 7 32 and 64 Bit.

Indeed, but this is a bug inside libavcodec h263 decoder, not really in VLC.

I've attached log output from attempts to play video from an Axis 233D IP camera. The stream is MPEG4 video via RTSP.

The first (vlc-log-threads-0.txt) has ffmpeg-threads set to 0 and is unsuccessful. No video is displayed. The second (vlc-log-threads-1.txt) has ffmpeg-threads set 1 and successfully displays video.
