Aspect ratio of VOB is detected incorrectly in certain cases

As reported in: http://forum.videolan.org/viewtopic.php?f=14&t=66003&p=220342#p220162

There are certain VOB files aren't played with proper aspect ration in VLC.

From mpeg2dec debug:

720 * (8/9) = 640, i.e. the correct width for 480 lines 4:3 display.

This is utterly broken, display size is NTSC-based, but encoded size is PAL-based

I suspect broken software was used for ripping the DVD (DVDfab).

User has confirmed on forum, that the original DVD plays fine in VLC. Thus the problem is in DVDfab, which writes NTSC values into ripped files.
