Web browser controller jump duration should be configurable

In the web UI for remotely controlling VLC, there are buttons for skipping backwards and forwards by 30 seconds (see the red circle in the attached photo). This time interval should be configurable so that I can for example make it seek by 5 seconds instead of 30.
