Version vlc-3.0.10-win64 audio streaming hiccup

My version vlc-3.0.7.1-win64 updated itself today to vlc-3.0.10-win64. Has audio hiccups on these particular streams as new problem.

This issue shows on a high end desktop and two different laptops with the 3.0.10 update on Win 10.0.18363.

Version vlc-4.0.0-dev-win64-55cc4156 has same new problem.

All other audio streams I sample are OK. They are higher rate and one is HLS. They all work fine but not any streams from Golden West Broadcasting as above. The GWB streams above also play fine on Real Player 16, WMP and Android phone, just not VLC after 3.0.7.1.

For now, have reverted to vlc-3.0.7.1-win64, which does not have the issue. This appears to be a bug that appeared between 3.0.7.1 and 3.0.10.

There is also #24649 (closed) possible duplicate.\ \ I found the problem is when playing AAC with SBR. My tests and debug:

Problem apparently is with low data rate HLS audio streams.

It is choppy and also in dead mono in 3.0.10 but not in 3.0.7. Stream OK in 3.0.7 = plays in stereo and not choppy.

For some reason, freshly installed VLC 3.0.8 will not launch in either of two Linux machines Ubuntu 19.10. So I can't check the audio on Linux, only Windows 10.
