Obtain proxy settings from Mozilla

The Mozilla plugin should obtain its HTTP proxy settings from Mozilla (unless VLC has its own settings). I don't know if Mozilla's API allow that though, or if it's not already supported (ie. if Mozilla sets the http_proxy environment variable).

to get around this problem, a plugin can ask mozilla to open a URL and stream the data to it; however we're not supporting it. I guess VLC should try to read the environment settings, as would firefox.

VLC already reads the http_proxy environment variable, but that only works on Linux & friends, and only if the user is shell-literate. Definitely not applicable on Windows (and possibly not supported on OS X). Plus there are cases that cannot be simply described by the http_proxy variable: when you use a Proxy Autoconfiguration Script (.pac).
