Sleep prevented while player is paused

Windows 10 Pro version 1703. Paused VLC prevents sleep:

powercfg /requests DISPLAY: [PROCESS] \Device\HarddiskVolume2\Program Files\VideoLAN\VLC\vlc.exe

Stopping the player resolves it, but is not a real alternative to pausing, since pausing is meant to save the current position.

This behavior is unintuitive, since there is no point to preventing sleep while not actually playing a video.

The problems this causes is wasting energy, draining batteries, burning out screen backlights, etc. It's also just an annoyance that most users won't be figure out the cause of.
