This will link libvlc and provide the include path automatically when
adding the package to a C++ project.

The /usr/bin/env bash is a more standard way to select bash.

Ensure there is no failure by quitting with an error if an unhandled
error happens.

This is POSIX and will print an error message with the usage if the
version parameter is not provided.

Following a breaking packaging change in upstream vlckit, this version works only with libvlcsharp > 3.6.0
Latest build is also provided, version bumped to 3.3.17.
