It's not available in bullseye. We need a more recent CMake for Qt6.

Harmonize with the -win32 image.

The ENV instruction already exports these variables.

Creating the dir was a workaround for a bug that has long been closed.

Now we use wix from the contribs

Needed to integrate python dependencies into the contrib scripts.
Unfortunately, despite this functionality being available out of the box
on vanilla python, this has been split off into python3-venv on
debian/ubuntu-based distros.

It's worth noting that this commit, once the contribs have been updated
to include the corresponding python dependencies, will make some of the
other python packages we currently install redundant (e.g. python3-mako,
and possibly python3-requests).

Use the .xz tarball which is smaller, like we do for gcc.

The one provided from bullseye-20211220-slim is sufficient, we use it in
vlc-debian-wasm-emscripten.

Just like vlc-debian-win32 has both x64 and x32 versions since

They should be very similar apart from
- x86_64 vs i686 gcc built
- built-in i686 gcc to build the installer in 32-bit mode

And bump base images & image dates

To trigger a rebuild since the last change was bundled with another
image which failed to build

In order to successfully build the activex plugin

And bump the base buster image for win32

The repo contains the .in files but they are not always updated when patches
are merged.

- includes the ActivateAudioInterfaceAsync API for UWP
- include ucrtapp which replaces ucrt with no dependency on MS DLLs
- WaitOnAddress/WakeByAddressXXX  only in the proper libs (not kernel32)
- wincrypt/CryptAPI only in the proper libs
