Use sched_getaffinity on Android

Android has had sched_getaffinity since Android 3.0. Builds need to use _GNU_SOURCE.

(It would be nice if we'd have at least some basic android compilation in the CI here.)

This LGTM if it still builds successfully now that we have CI for Android.

Ya, looks like it built just fine.

Code wise it looks good, but how it actually behaves on Android with all sorts of sleeping cores for the sake of energy efficiency and such I don't know. So I'll leave the merging of this MR to the opinion of others with experience in Android development @mstorsjo @robUx4

Given it's only to count the number of processors that shouldn't have too bad effects. Worst case you end up using one core.
