configure: raise the minimum FFmpeg version to 4.4

Ubuntu Focal (20.04) is no longer listed in the package search page 1. It will never get VLC 4. The oldest currently maintained version if Ubuntu Jammy (22.04). It contains ffmpeg 4.4 2.
