[3.0] update tools and contribs to build with newer Android NDKs

Most commits are backports from 4.0.

Tested with NDK 28 but should work between NDK 21 and 28.

For now VLC 3.0 on Android is built with NDK 21 but we may change that for 64-bit targets.
