Add meson debian ci with all the option are disabled

Add meson debian ci with all the option are disabled.

There are 4 option that I cannot disable due the bug in meson.build files. If I disable them, it say missing variable inside the meson.

Please take a look about these 4 options:

mad=enabled
mpc=enabled
nvdec=enabled
decklink=enabled
