extras/tools: bump libtool to 2.5.4 and automake to 1.17

Libtool 2.5.4 was released on Wed 20 Nov¹.

A few patches have been merged:

• emscripten-dllinker merged as v2.5.3-41-gd8a93445
• response-files merged as v2.5.3-25-geed74d65

Then clang-libs and embed-bitcode were conflicting, so they were rebased and their filename were bumped too.

Automake 1.17 was released on 11 Jul², mostly for maintenance and performance changes.
