input: add hw_dec configuration in dec/input/thumbnailer + rework thumbnailer args (again)

Add hw_dec configuration.

Rework thumbnailer arguments to handle more options than the seek one.

This new configuration struct will also be used by another type of thumbnailer request that will save the picture into a file (needed when using external process).
