[3.0] Backport configure fixes for Windows on ARM

Martin Storsjö requested to merge mstorsjo/vlc:configure-win-arm-3.0 into 3.0.x

After the recent backport in 64e09957, building for Windows on ARM fails; backport two other commits to fix that.
