configure: use static libraries on Android/emscripten

We don't use system libraries, nor have pkg-config for such libraries.

This parameter is supposed to be set by the caller. You can compile with system libraries on android directly.

You can compile with android system libraries but they don't come with pkg-config files. There's only libz that could be useful in there and it doesn't.

I do have pkgconfigs in my termux installation.

And you want to link them dynamically ?

Yes, that's the point of using a package manager.

OK, I'll just do it for emscripten then.
