macosx: Enhance float on top

Claudio Cambra requested to merge claucambra/vlc:work/picture-in-picture into master

This MR:

  1. Adds a button to the main video view to trigger "float on top"
  2. Enables "float on top" windows to join other spaces, including full-screen ones, making it float on top of everything
