avcodec: update VDPAU candidate chromas

Rémi Denis-Courmont requested to merge Courmisch/vlc:vdpau-hack into master

This is a partial/short-term work-around for the functional regression caused by 8d94f8ec. That commit should be reverted to fix this properly and more permanently.

Also needs manual BP. See also #28530 (closed).
