contrib: allow using wincrypt in UWP

Steve Lhomme requested to merge robUx4/vlc:uwp-wincrypt into master

It's allowed since 19H1 by the WACK and via windowsapp.lib.

We can remove unmerged patches forcing bcrypt in UWP builds.

The mingw-w64 patches are not merged yet.
