Draft: contrib: update asdcp to 2.12.3

It is now maintained on GitHub.

Also disable the register keyword mentioned in fb8eb5ed rather than forcing an old C++ version.

Tested on files from https://cinemanext.com/dcp. The nettle port is not 100% clean not upstreamable as it is.

Draft on top of !3833 for CreateFileW/A.
