extras/tools: bump bison, m4, tar, xz, autoconf, automake

Alexandre Janniaux requested to merge alexandre-janniaux/vlc:bump-extras-tools/1 into master

The bison bump should fix #28048 (closed) (previously vlc-android#2477 (moved)).

Not well tested except basic compilation on MacOS for now.
