ci: update images to include protoc 3.4.1

Extracted from !2683 (merged) as it can be done separately (and Gitlab has issues with that branch)

• gcc is upgraded to 11.3.0 for vlc-debian-win32.
• vlc-debian-win64 (win64 with gcc 11) is already merged
• wasm has a newer version with ninja prebuilt
