rtp: fix initialization

The pointer pt->opaque was initialized only under some conditions in rtp_h264_open(), but its value was used unconditionnaly in rtp_h264_init().

Reported by ASAN.

changed milestone to %4.0

It looks like it aims to fix the same problem as !1822 (closed), but with a different fix.
