qt/qml: Create the QmlRendererMenu and its custom button

This MR adds the player renderer menu that the end user can trigger from the custom renderer button (which will be part of our player presets). This menu is identical to the Playback > Renderer menu.

NOTE: !1643 (merged) should be merged first.
