decoder: the max DPB size for AV1 is 10 frames

P. Frost requested to merge badcf00d/vlc:av1-picture-pool into 3.0.x

This case for AV1 was added in master by 262c8ff0, but it seems to have been missed off in 3.0.x which means in rare cases the picture pool can become full and lock the decoder.
