[3.0.x] bin: Add Frameworks directory to vlc-osx RPATH

vlc-osx is used to generate the final VLC executable, and therefore the RPATH to the Frameworks directory is needed as well, in order to find the Sparkle framework.

Followup fix for !1155 (merged).
