qt: update HACKING

HACKING file is obsolete, and I think it should be removed or updated.

In this merge request, I tried to add the most common things that should be noted by developers. I believe it can act as a start guide for new contributors.

The modifications may contain errors, please let me know if you spot one, so I can correct it.
