Altivec misdetected on Debian

Altivec is mis-detected on Debian powerpc:

In VLC 2.0.8 it was detected correctly:

checking altivec.h presence... yes
checking for altivec.h... yes

The attached partial patch makes VLC compile again on Debian powerpc.
