VLC leaves tuner 'in use' after saving DVB-T to file

When I attempt to save a DVB-T stream to a file using the command line, the VLC command window opens, and VLC appears to be writing a valid .ts file.
When I use ctrl+c to finish the operation and close the VLC command window, although VLC appears to stop writing to the file at this point, VLC itself appears to hang and doesn't seem to respond to the ctrl+c.
However, after a few minutes or so, the VLC command window does in fact close. Unfortunately though, VLC seems to leave the TV tuner device 'in use', i.e. in an unusable state, so any repeat of the VLC command fails with "The selected digital tuner does not support the specified parameters". The only option at this point is to restart the system, since I am not aware of any method to release the TV tuner device from being in use.
I am using the following command to save the DVB-T stream to a file:
vlc --intf dummy dvb-t://frequency=514000000:bandwidth=8 --sout="#std{access=file,mux=ts,dst='C:\Users\Public\Videos\some_channel_576i.ts'}"
Software setup: Windows 7 x64, VLC 2.0.6 x86
Hardware setup: Avermedia AVerTV CaptureHD H727, driver version 1.12.64.22
Please note that this problem doesn't arise when I use the gui, it only occurs on the command line.
