Drag and dropping onto vlc.exe returns error
When dragging and dropping a file onto vlc.exe (using Win32 build of 2.1.0-git), VLC returns the message box:
VLC media player could not start.
Either the command line options were invalid or no plugins were found.
This first occured in vlc-2.1.0-20130326-0014-win32. The previous Win32 nightly build, vlc-2.1.0-git-20130325-1448-win32, worked as expected.

Although some builds after that time did work.
winvlc.c shows that the message box is displayed if vlc == NULL, so presumably libvlc isn't being initialised :P.
This also seems to happen when running VLC from the commandline when not in the same directory.
