Add UI to set default handler for URL schemes

We should provide a UI in the preferences to let the user choose for the default application for URL handlers supported by VLC.

For implementation, have a look at LSSetDefaultHandlerForURLScheme and friends.

macosx: added a UI to the simplified preferences to set the default handler for ftp, mms, rtmp, rtp, rtsp, sftp, smb and udp streams (close [#8290](https://code.videolan.org/videolan/vlc/-/issues/8290))

Note that you can select any compatible app installed on device. Those are systemwide settings.
