VLC 64 bit doesn't read my changes to .hosts file

Trying to use VLC remote on Android. With 64 bit 2.0.5 version, no matter how much I open up the hosts file in C:\Program Files\VideoLAN\VLC I cannot connect with another device on my network - always 403 forbidden. I've opened it to my local class C 192.168.0.0 subnet, and tried opening to the world, no change. Yes I am enabling the web interface in Tools->Preferences->Show All->Main Interface

With 32 bit it works fine.
