macosx: issues about Playback menu

1. Playback menu and menu items aren't translated.
2. Program, Title, Chapter have no item.

How is that different from Qt interface?

Well, recent commit invited this issue.

I didn't check it properly, but I think http://git.videolan.org/?p=vlc.git;a=commit;h=7dd435431e9e23209ef6333aac36368487c1d198.

Before this issue, if the video has programs or chapters, they are shown at Playback -> Program or Chapter, but now they are not shown.

So, if the video has multiple programs or chapters, we cannot change from menu.

For me, I don't mind if the menu is translated or not, but I think it's a little inconvenience that we cannot change programs and chapters from menu.

Before this issue, program items are shown.

Ont the Qt4 interface, program items are shown same as before_6997_program.png

Not only programs and chapters, playback speed selector and check mark at "Show *" are disabled.

Of course, this issue happens regardless the interface language.
