Fixed font size too small under low resolutions

The font in a few places (open network stream dialogue, licence text) uses a fixed size, which displays badly under lower resolutions (I use 72 dpi and it's barely readable). I suggest their size be set relative to the default size.

The tooltip font for the time bar, although not fixed, is also too small under 72 dpi (besides being inconsistent with the other tooltips). The old tool-tips should be brought back, at least for the native slider.
