(In [15082]) - Do not rewrite ?\226?\128?\156+?\226?\128?\157 as a white space when unescaping URL parameters (fixes #625 (closed)).

• Rename decode_encoded_URI as unescape_URI as it really is what is done.

With the "0.8.5test2 htttp interface", when you send a vlm command with contains file path....the symbol / disappears, and the file didn't work.....in the 0.8.5test1 this don't happening

• is also used for white space in IE. how do we solve this ?
