Streaming/saving to file results in double FPS
If I stream or save to a file, opening that stream/file in VLC and then going to Tools - Media Information - Codec Details will display exactly DOUBLE the desired FPS. No deinterlacing used. Also the stream output is stuttering.
Example commandline:

vlc.exe "D:\streaming\testmovie.mp4" --sout #standard{access=http,mux=asf,dst=127.0.0.1:1234}
testmovie.mp4 has 23,97fps. When I use another VLC instance to open the http stream, VLC tells me that it has 47,95fps. More importantly, the movie is now stuttering, so it seems that in fact every frame is duplicated for some reason. As I said before, theres no deinterlacing in play, the original file is progressive.
Input format is irrelevant, it happens with every source I can throw at it (different file formats, capture cards, webcam etc).
If I use transcoding, with the fps= argument, it will still output double fps (e.g. #transcode fps=30) will result in 60fps stream output.
I have tried different muxers too. PS and TS muxing have the same problem. mp4 muxing does not work at all for some reason.
Tried with latest official aswell as 1.2 and 1.3 nightlies.
Tested with Win7, no other OS available.
