Win32 VLC SDK

Quite a few advanced user have ask if there is possibility just to recompile a module or add a module. So we should try to provide the necessary header (and lib ?) in some SDK or -dev package.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information

Depends on #297 (closed). Unfortunately, unless we stop modifying structures in include/ (such all the existing vlc objects types, or the infamous module_config_t), this cannot happen.

There is a sdk/ folder in the zip package now. I doubt we will go further.
