Rearranging playlist not applied until playback restarted

Use Open File to open a folder containing a small number of files (15 is my example) With music playing, drag playlist item #3 (closed) above playlist item #2 (closed), switching them Press next to jump to the next song

Expected: the song currently in position #2 (closed) should play

Actual: the song in #2 (closed) is skipped and #3 (closed) begins to play, effectively maintaining the order before the songs were dragged and rearranged.

I have reproduced this with multiple tracks being skipped even though they have been dragged into the next several play spots.

Reproduced in current release and nightly. Debug output attached is from nightly and includes --version output.
