stream on Win32

Using both the latest release and the latest nightly build, I can't open any rtsp streams on Win XP SP3. The log indicates this:

live555 error: Failed to connect with rtsp://server/stream main error: open of `rtsp://server/stream' failed: (null)

Viewing previous tickets, apparently this has been a bug before.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
