dvb-t is broken again (but differently from #3757)

Following #3757 (closed) closure message in vlc1.1.1, I have retested DVB-T and found similar problem with different symptom. Most of the french chanels can be captured but others don't.

Frequency 562MHz in Paris (Multiplex R1) can be opened from VLC and works for first chanel broadcasted (TF1 serviceid=1537).
However, changing program using the menu does not work to select ARTE (serviceid=1543) produces same symptom than previously in #3757 (closed).
this symptom is found on all serviceids other than 1537 for this frequency.
There seems to be some random behavior linked to the order serviceids are selected.
