Opening or Streaming Capture Device is flawed. Aspect Ratio is rendered wrong

Opening or Streaming any Capture Device automatically doubles the vertical aspect ratio depending on the resolution you set. Example: 640x480 shows up as 1280:1440. So half of 1280x1440 is 640x720 which is the resolution the window shows up in which is incorrect. Opening A Capture Device you can simply select your aspect ratio after the Capture Device has been opened to fix the problem, but streaming you cannot do that, even with a command line.
