Win32: Snapshot string formatting is broken

With VLC 1.0.0 Snapshot string formatting doesn't seem to work properly with $T anymore. On Mac OS X $T produces for example AMovieqq00/03/01qq00003.jpg when it should be AMovieqq00:03:01qq00003.jpg and on Windows no file is created if $T is used (Windows doesn't allow / or : in filenames).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
